Huajin Aramco’s Panjin Fine Chemical and Feedstock Integration Project Passes 88% Completion, Enters Commissioning

Huajin Aramco, a joint venture between China’s Huajin Group and Saudi Aramco, has reportedly mechanically completed 23 of its 32 units at a fine chemical and feedstock integration project in Panjin, Liaoning province, surpassing 88 percent process completion. The project has entered the production preparation and commissioning phase, with most units targeted to start up within the fourth quarter of 2026 and full completion targeted by year-end, it is reported.

The project is an integrated facility of 32 units that uses feedstock from downstream refining and petrochemical processes to produce high-value, small-volume, multi-grade fine chemical products such as pharmaceutical and agrochemical intermediates, additives, and catalysts. Total investment is reported at approximately RMB 83.7 billion, with a target annual revenue of RMB 100 billion once completed. In March 2026, interim handover was reportedly completed for three units — sulfur recovery, sour water stripping, and solvent regeneration — advancing commissioning preparations.

Total investment is reported at approximately RMB 83.7 billion, with a target annual revenue of RMB 100 billion. Of the 32 total units, 23 have reportedly achieved mechanical completion, putting overall process progress above 88 percent. Most units are targeted to start up within Q4 2026, with full completion targeted by year-end.

Amid a broader shift in China’s refining and petrochemical industry from commodity-grade products toward higher-value fine chemicals, Huajin Aramco’s investment is reported to extend the downstream value chain of the Panjin complex into fine chemicals.

This integrated model, linking fine chemical facilities directly to a refining and petrochemical complex, reflects a recent investment pattern among Chinese chemical producers aimed at securing feedstock while diversifying product lines. With progress now at 88 percent and moving into commissioning, further news on the sequential start-up of individual units is likely over the coming months.

Whether the Q4 2026 full-completion target is actually met, the sequential start-up schedule of individual fine chemical units, and initial utilization rates toward the RMB 100 billion revenue target warrant continued monitoring once confirmed.
