Xintian Green Energy Advances Gas-Fired CCGT Cogeneration Plant in Beidaihe, Qinhuangdao, Hebei

China’s Xintian Green Energy is reportedly building a 2x480MW F-class gas-steam combined cycle cogeneration plant in Beidaihe New District, Qinhuangdao, Hebei province. The EPC (Engineering, Procurement and Construction) contract is reported to be executed by a consortium of China Energy Engineering Group’s East China Electric Power Design Institute and Shandong Electric Power Construction No.3 Engineering Co.

The project involves building two “1+1” configuration (one gas turbine plus one steam turbine) F-class gas-steam combined cycle cogeneration units, for a combined capacity of approximately 960MW. The EPC contract was reportedly awarded on January 5, 2026, and a safety performance disclosure in May 2026 indicated construction had moved forward in earnest. The specific gas turbine model or manufacturer has not been disclosed.

The plant comprises two 480MW-class units (approximately 960MW combined). The EPC award date was January 5, 2026, and the safety performance disclosure period ran from May 22 to 25, 2026. The owner is Xintian Green Energy, with EPC performed by a China Energy Engineering-affiliated consortium.

The project is reported to respond to cogeneration (combined power and heat) demand in China’s Huabei (North China) region by expanding gas-fired combined cycle capacity, part of a broader shift toward lower-emission generation compared to existing coal-fired plants.

This project, aimed at meeting cogeneration demand in the Qinhuangdao area with gas-fired combined cycle capacity, illustrates the continued expansion of gas turbine-based cogeneration in North China. It also highlights the continued EPC execution capability of China Energy Engineering-affiliated units in regional cogeneration projects.

Confirmation of the specific gas turbine model and manufacturer, the actual construction and completion schedule, and the scope of cogeneration supply (including any district heating linkage) after start-up warrant continued monitoring.
