Sarawak Announces Up to $1 Billion Gas Downstream Investment in Bintulu with Indorama, Highchem

Sarawak Premier Abang Johari announced, while attending the Gastech 2026 international gas industry exhibition in Bangkok, Thailand, that an investment agreement had been reached with Indorama Ventures and Japan’s Highchem for gas downstream and petrochemical development in Sarawak’s Bintulu region. The announcement was made between September 13 and 14.

The investment involves Sarawak Petchem, an entity under the Sarawak state government, partnering with Thai chemical company Indorama Ventures and Japanese chemical trading and manufacturing firm Highchem on a Bintulu gas downstream development project, reported to be an investment in production facilities for downstream petrochemical products using natural gas as feedstock. Specific process technology and final product lines have not yet been disclosed, with follow-up negotiations scheduled to take place in Bangkok in October.

The investment scale is reported at up to US$1 billion (approximately RM4.07 billion). The participating parties are Sarawak Petchem, Indorama Ventures, and Highchem, with the location in Bintulu, Sarawak.

Sarawak has made fostering downstream industries utilizing its own natural gas resources a key economic policy direction, continuing its strategy of developing the Bintulu area into an LNG and petrochemical industry cluster. This investment agreement is interpreted as a success in attracting foreign chemical companies as an extension of that strategy.

Southeast Asian oil- and gas-producing countries, including Malaysia, have increasingly pursued policies to move beyond crude oil and gas exports and expand domestic downstream petrochemical facilities to capture higher added value. This Sarawak case illustrates a trend of Japanese and Thai chemical companies seeking new production bases combined with local Southeast Asian gas resources, and further competition to attract similar foreign chemical investment into Southeast Asian downstream projects may follow. However, since this announcement represents the stage of reaching an investment agreement, with specific facility types, scale, and EPC procurement plans not yet finalized, it will likely take time before the project is further concretized. Investment announcements timed around such international gas exhibitions also tend to be used by governments to promote their foreign direct investment (FDI) attraction achievements.

A primary point to watch is whether the specific facility types (petrochemical product lines) and investment scale will be finalized during the follow-up negotiations scheduled for October in Bangkok. Whether the timing of the Final Investment Decision (FID) and EPC procurement plans will be disclosed, and whether Sarawak Petchem will pursue further foreign chemical company investment following this deal, are also worth watching.
