HD Hyundai ENF Begins Commercial Operation of LNG Cogeneration Plant in Daesan Industrial Complex, Supplying Direct Power to 14 Tenant Companies

HD Hyundai ENF, a subsidiary of HD Hyundai Oilbank, has reportedly begun commercial operation in August of the LNG (Liquefied Natural Gas) cogeneration (district energy) power plant it was building in the Daesan Industrial Complex in Seosan, South Chungcheong Province. The plant reportedly supplies electricity directly to 14 companies in the Daesan complex without going through the KEPCO grid.

The plant is a cogeneration facility consisting of a 277MW-class gas turbine and a 23MW-class steam turbine, reportedly supplying power and steam directly to 14 companies in the Daesan Industrial Complex, including HD Hyundai Chemical, KCC, and Kolon Industries. HD Hyundai ENF was established in 2021 and signed an individual tariff agreement with Korea Gas Corporation in 2022; it reportedly completed mechanical completion in October 2025, received final completion confirmation from the Ministry of Climate, Energy and Environment on July 31, 2026, and began commercial operation in August. The original target for commercial operation in March 2026 was reportedly pushed back to August due to commissioning optimization.

The plant’s generation capacity is a 277MW-class gas turbine and 23MW-class steam turbine, and the specific total investment amount has not been confirmed. The direct power supply arrangement is expected to reduce participating companies’ electricity costs by 6-10%, with total cost savings for the Daesan complex estimated at approximately KRW 15-17 billion annually. Hankyung, Edaily, and Bloter all reported the same generation capacity and savings figures, cross-confirming the details.
