PT Pertamina Rosneft Pengolahan dan Petrokimia (PRPP), a joint venture between Indonesia’s state-owned energy company Pertamina and Russia’s Rosneft, has reportedly launched a prequalification process for the EPCC (Engineering, Procurement, Construction and Commissioning) contract for the new “GRR (Grass Root Refinery) Tuban” refinery complex to be built in Tuban, East Java. The prequalification submission window was reportedly open from May 6 to May 26, 2026.
GRR Tuban is a new refinery designed with a crude processing capacity of 300,000 barrels per day (300 kb/d), configured as an integrated complex that will also produce 230,000 barrels per day of refined products and 4.1 million tons per year of petrochemical and aromatics products. Pertamina’s subsidiary Pertamina NRE reportedly plans to build a separate LNG (Liquefied Natural Gas)-based cogeneration facility to supply power, steam, and water to the refinery complex, with a generation capacity of 570 MW and steam supply capacity of 84–1,156 tons per hour. The LNG is to be supplied via state gas company PGN.
