Power2X has announced a Final Investment Decision (FID) for its ‘Djewels’ green hydrogen production facility to be built in the Delfzijl chemical complex in the Netherlands. It is reported that the plant will feature a 20MW electrolyzer with an annual green hydrogen production capacity of approximately 2,000 tonnes, and that commercial production is targeted for mid-2028.
The Djewels project is located within the Delfzijl chemical complex in the Netherlands and is reportedly directly connected to Nobian’s industrial infrastructure. Power2X, the project developer, is reported to describe this as its first FID project since acquiring the Dutch company HyCC in February 2026. The EPC (Engineering, Procurement and Construction) contract is reportedly being carried out by Rely, a joint venture between Technip Energies and John Cockerill, and the plant is reported to adopt John Cockerill’s pressurised alkaline electrolysis technology.
The plant will install a 20MW electrolyzer, with annual green hydrogen production reportedly at approximately 2,000 tonnes. Commercial production is targeted for mid-2028.
This FID is regarded as significant as the first investment decision made by Power2X since it expanded its green hydrogen portfolio through the HyCC acquisition. The project’s connection to existing industrial infrastructure within the Delfzijl chemical complex is reportedly cited as strategically important for securing offtake for the hydrogen produced.
The growing number of small-scale, modular green hydrogen projects reaching FID stage in connection with existing chemical complex infrastructure is seen as reflecting a broader trend in which collaborative models between electrolysis technology licensors and EPC joint ventures are becoming established in the European green hydrogen market.
Attention will focus on whether the plant meets its mid-2028 commercial production target, as well as on any additional green hydrogen project pipeline that Power2X may announce following its acquisition of HyCC.
