CF Industries-JERA-Mitsui JV Breaks Ground on ‘Blue Point One,’ World’s Largest Low-Carbon Ammonia Plant

It is reported that a joint venture (JV) formed by CF Industries, JERA, and Mitsui has held a groundbreaking ceremony for the ‘Blue Point One’ low-carbon ammonia production facility in Louisiana, United States. The total investment is reported at 3.47 billion dollars, and upon completion the plant is expected to become the world’s largest single ammonia plant, with an annual production capacity of 1.4 million tonnes.

The Blue Point One project is being developed as a JV in which CF Industries holds a 40% stake, JERA 35%, and Mitsui 25%, with groundbreaking reportedly taking place on August 27, 2026. The plant is targeted to begin operations in 2029. The hydrogen production process is reported to adopt Autothermal Reforming (ATR) technology, with carbon dioxide capture and permanent storage to be handled by a JV between 1PointFive (a subsidiary of Occidental) and Enbridge. The capture rate is reportedly around 98%.

The project’s investment amount is 3.47 billion dollars, with a production capacity of 1.4 million tonnes per year. Separately, CF Industries is reported to be investing an additional 550 million dollars in infrastructure, while Linde is reported to be investing more than 400 million dollars in constructing a new Air Separation Unit (ASU). Approximately 3,900 workers are expected to be employed during construction, with more than 100 permanent jobs to be created upon completion.

The project is reported to be driven by CF Industries, JERA, and Mitsui’s joint effort to build a low-carbon ammonia production and supply chain, and it has drawn attention as a large-scale ammonia plant incorporating carbon capture and storage (CCS) technology.

The formation of a JV between a major chemical company and energy companies to expand low-carbon ammonia production capacity combined with carbon capture technology is seen as reflecting the global industry’s investment trend toward using ammonia as a clean fuel and hydrogen carrier, as well as a broader realignment of supply chains.

Attention is focused on whether the plant meets its 2029 operational target, along with the progress of the carbon dioxide capture and permanent storage facilities to be handled by the 1PointFive-Enbridge JV.
