Spanish refining and energy company Moeve (formerly Cepsa) has held a groundbreaking ceremony for ‘Onuba,’ the first phase of the Andalusian Green Hydrogen Valley project, at its La Rábida energy park in Huelva. The investment is reported at over €1 billion, targeting the production of approximately 45,000 tonnes of renewable hydrogen per year through a 300 MW electrolyzer.
The Onuba project is a green hydrogen production facility Moeve is developing to secure decarbonized feedstock production capacity within its refining and energy complex in Huelva, using water electrolysis to split water into hydrogen using renewable electricity. In addition to the electrolyzer’s capacity of up to 300 MW, an additional expansion option of 105 MW is reported to be under consideration. The final investment decision (FID) itself is reported to have already been approved in the first half of 2026, with the recent event marking the actual start of construction.
Total investment is confirmed at over €1 billion. Electrolyzer capacity is reported at 300 MW (including a 105 MW expansion option), with annual renewable hydrogen production of approximately 45,000 tonnes. The facility is reported to be capable of reducing annual carbon dioxide emissions by approximately 250,000 tonnes.
This groundbreaking follows the FID approved in the first half of 2026 and is seen as part of Moeve’s strategy to transition its refining and energy business’s feedstock in line with Spanish government and EU-level renewable hydrogen and decarbonization policies. It is also reported to align with the Spanish government’s policy of developing the Andalusia region as a green hydrogen production hub.
