Oman’s State Oil Company Signs Six-Year EPC Framework Agreement with L&T

L&T Energy Hydrocarbon Onshore, a subsidiary of India’s Larsen & Toubro (L&T), has reportedly signed a six-year EPC (Engineering, Procurement and Construction) framework agreement with Petroleum Development Oman (PDO), Oman’s state-owned oil and gas developer. The agreement was reportedly announced on July 31, 2026.

Under the agreement, L&T has reportedly been selected as one of four qualified contractors eligible to participate in FEED (Front-End Engineering Design) and EPC projects that PDO will tender over the next six years. Unlike a typical single-project award, this agreement reportedly has no fixed total contract value, instead granting eligibility to bid on multiple individual projects PDO issues during the contract period. The scope reportedly covers engineering, procurement, construction, and commissioning across the onshore hydrocarbon value chain, and L&T plans to draw on its global experience in refinery expansions, petrochemical complexes, gas processing plants, LNG (Liquefied Natural Gas) terminals, fertilizer plants, and long-distance pipelines.

The framework agreement itself reportedly does not disclose a fixed contract value, and the contract period is six years. PDO is Oman’s largest oil and gas producer, and the agreement is reportedly seen as strengthening the long-term partnership between the two companies.
