Singapore’s Tuas Power Wins Rights to Develop 670MW Hydrogen-Ready CCGT Plant

Singapore’s Energy Market Authority (EMA) has reportedly awarded Tuas Power the rights to develop a 670MW CCGT (Combined Cycle Gas Turbine) power plant. The plant is designed to co-fire up to 30 percent hydrogen and targets commercial operation by December 2031.

The award is part of an EMA Request for Proposal (RFP) process aimed at securing a total of 1.8GW of new generation capacity, with Tuas Power selected as the developer for 670MW of that total. The plant is designed as a gas turbine-based CCGT primarily fueled by natural gas, with the capability to co-fire up to 30 percent hydrogen, and diesel as a backup fuel. The project cost is reported at SGD 700 million to 1 billion.

The plant capacity is 670MW, with a hydrogen co-firing ratio of up to 30 percent. Project cost is estimated at SGD 700 million to 1 billion, with commercial operation targeted for December 2031. The award is part of EMA’s broader 1.8GW RFP program.

Singapore is reported to be expanding policies requiring hydrogen co-firing-ready designs for new gas turbine power plants, aiming to meet rising electricity demand while preserving future flexibility to shift toward lower-carbon fuels such as hydrogen.

This project illustrates a trend in Southeast Asia toward hydrogen co-firing-capable CCGT designs becoming a standard requirement for new gas turbine power projects. Further selection results for the remaining capacity under EMA’s 1.8GW RFP program are expected to follow.

Confirmation of the gas turbine model and manufacturer, the timing of the EPC contract award, and the selection results for the remaining capacity under the 1.8GW RFP program warrant continued monitoring.
