Sinopec Engineering Wins $795 Million in GCC Contracts, Including Aramco’s Ras Tanura Refinery Emergency Repair EPC

Sinopec Engineering Group (SEG) has reportedly secured a total of $795 million in contracts across the Gulf Cooperation Council (GCC) region, including an emergency repair engineering, procurement and construction (EPC) contract at Saudi Aramco’s Ras Tanura refinery and a construction contract at ADNOC’s Habshan complex in the UAE.

Among the newly disclosed contracts, the Ras Tanura refinery deal is described as an emergency repair EPC contract, aimed at maintaining stable operation of Aramco’s existing facilities. SEG is also reported to have separately signed a 60-month EPC long-term agreement (EPC-LTA) covering inspection and repair of existing facilities, as well as a project management consultancy long-term agreement (PMC-LTA) for engineering consulting on new investment projects with Aramco. SEG is said to be simultaneously executing several major projects in Saudi Arabia, including the Riyas natural gas liquids (NGL) project (about 80% complete), the AMIRAL tank farm integrated with SATORP (about 80% complete), and Jafurah Phase 3 (over 60% complete).

The emergency repair EPC contract for the Ras Tanura refinery is valued at $45 million, and SEG’s total new contract awards across the GCC region, including this deal, amount to $795 million. The client is Saudi Aramco, and the contracts were reportedly announced in August 2026.

The deal illustrates how Chinese engineering firms are expanding their reach into the long-term maintenance and consulting agreement market of GCC national energy companies in Saudi Arabia and the UAE, reflecting a shift in the competitive landscape of Middle East refining and gas infrastructure maintenance.

While refinery maintenance and emergency repair work draws less attention than new plant construction, it is viewed as an area that can generate stable revenue based on long-term trust with clients. For engineering firms, such long-term agreements often serve as a stepping stone toward securing larger future EPC contracts, and competition to win these deals is expected to continue across the industry.

Points to watch include the completion timelines for SEG’s major ongoing projects such as Riyas NGL, the AMIRAL tank farm, and Jafurah Phase 3, and whether this long-term agreement leads to additional EPC awards down the line.
