UAE’s 2.6GW Taweelah C Combined-Cycle Power Plant: Energy China Consortium Wins $1.68 Billion EPC Contract

A consortium led by subsidiaries of China’s state-owned Energy China (China Energy Engineering Corporation) has reportedly won the EPC (Engineering, Procurement and Construction) contract for the 2.6GW (gigawatt) ‘Taweelah C’ combined-cycle power plant project being built in the Taweelah area of Abu Dhabi, United Arab Emirates (UAE). The contract is reportedly valued at approximately $1.687 billion (about AED 6.2 billion), making it one of the largest power-sector EPC contracts Energy China has won in the Middle East.

Taweelah C is reportedly an independent power producer (IPP) project procured by the Emirates Water and Electricity Company (EWEC), with the project company owned 60% by TAQA (Abu Dhabi National Energy Company) and the remaining 40% split between AlJomaih Energy and Water Company and Singapore’s Sembcorp Industries. The EPC contract is reportedly held by a consortium of three Energy China affiliates — China Energy International Group, China Energy Engineering Group Guangdong Thermal Power Engineering, and China Energy Engineering Group Guangdong Electric Power Design Institute. The power plant will reportedly use Siemens Energy’s H-Class gas turbine technology, with the design accounting for potential future integration of carbon capture (CCUS) facilities.

The plant’s generation capacity is 2.6GW (combined-cycle gas turbine, CCGT), with the EPC contract valued at approximately $1.687 billion (equivalent to about RMB 11.42 billion). The power purchase agreement (PPA) with EWEC reportedly runs through 2050, with commercial operation targeted to begin in 2029.
