UAE’s TA’ZIZ Signs $1.99 Billion EPC Contract for World’s Largest PVC Complex

TA’ZIZ, a joint chemicals platform between the Abu Dhabi National Oil Company (ADNOC) and sovereign wealth fund ADQ, has reportedly awarded a $1.99 billion EPC (Engineering, Procurement and Construction) contract to China National Chemical Engineering & Construction Corporation Seven (CC7). The project is reportedly the UAE’s first and one of the world’s largest single-site PVC (Polyvinyl Chloride) production complexes.

The project is being built within the TA’ZIZ industrial ecosystem in Abu Dhabi’s Ruwais industrial zone, and is planned to produce 1.9 million tons per year of PVC along with Ethylene Dichloride (EDC), Vinyl Chloride Monomer (VCM), and caustic soda. However, the original report did not disclose the specific process technology licensor, so detailed technical information could not be confirmed.

The EPC contract is valued at $1.99 billion (AED 7.34 billion), with completion targeted for the end of 2028. Once completed, the facility is expected to produce 1.9 million tons of PVC annually, to be used for applications such as water treatment pipes. TA’ZIZ Platform Phase 1 is projected to generate $50 billion in economic impact over its operating lifetime, creating 20,000 jobs during construction and 6,000 during operation.
