Enterprise Products Partners Approves Two New Gas Processing Plants in the Permian Basin

Enterprise Products Partners has reportedly approved the construction of two new gas processing plants, Plant 11 and Plant 13, in the Permian Basin in Texas.

The new plants consist of Plant 11 in the Midland Basin and Plant 13 in the Delaware Basin, each with a processing capacity of 300 million cubic feet per day (MMcf/d), it is reported. Plant 13 is targeted to begin operations in the third quarter of 2028 and Plant 11 in the first quarter of 2029.

As of the company’s second-quarter 2026 earnings report (July 30, 2026), 2026 growth capital expenditure is reported at $2.9-3.4 billion, net of $599 million in divestiture proceeds. Permian Basin inbound volumes in the second quarter reportedly rose 14% year-over-year to 4.3 billion cubic feet per day. No separate EPC contractor or technology licensor has been identified.

The approval of the new plants is viewed as an investment to expand gas processing and NGL (Natural Gas Liquids) supply chain capacity in response to rising gas production in the Permian Basin, it is reported.

The expansion of midstream gas processing capacity in step with rising upstream gas production is seen as a case illustrating a chain of investment across the supply chain extending to downstream petrochemical and export infrastructure.

Construction progress toward the targeted 2028-2029 startup dates is worth watching.
