Oman’s 890MW Duqm CCGT IPP Breaks Ground, PowerChina and Doosan Enerbility on Board

Construction has reportedly begun on an 890-megawatt (MW) combined cycle gas turbine (CCGT) independent power producer (IPP) project in Oman’s Duqm Special Economic Zone. The project broke ground roughly eight months after Nama Power and Water Procurement Company (Nama PWP) awarded the contract in January 2026, and it has drawn attention for the participation of South Korea’s Doosan Enerbility as a power generation equipment supplier.

The project is a gas-fired combined cycle power plant to be built within Oman’s Special Economic Zone Authority in Duqm (SEZAD), with Coastal Power serving as project developer. China’s PowerChina and Doosan Enerbility’s Muscat entity are reportedly carrying out engineering, procurement and construction (EPC). The Duqm IPP is being developed alongside the nearby Misfah CCGT program as part of Oman’s broader plan to expand new generation capacity, with WSP International serving as project management consultant. The design phase is also said to have factored in potential future integration with carbon capture and storage (CCS).

The plant’s generation capacity is 890MW, and the combined investment for the Duqm and Misfah CCGT program is reported at approximately RO 1 billion (Omani rial). Within that, the power generation equipment supply contract awarded to Doosan Enerbility is valued at around $350 million (approximately KRW 530 billion). The target completion date is 2029.

Oman has been steadily expanding its gas-fired combined cycle generation capacity to meet rising electricity demand driven by population growth and industrial zone expansion, and the Duqm IPP is regarded as one of the core projects in that effort.

Combined cycle gas power projects in the Middle East are increasingly seeing procurement split between EPC contracts and power equipment supply, a trend that has widened the participation of Asian equipment manufacturers in the region. If CCS-ready designs become standard practice, demand for related equipment and engineering services is expected to grow accordingly.

Key points to watch include whether construction progress and Doosan Enerbility’s equipment delivery schedule proceed as planned, and whether the CCS-ready design translates into an actual future investment decision.
