Romania’s Mintia CCGT Plant 83% Complete, Set to Become EU’s Largest Gas Power Complex

A combined cycle gas turbine (CCGT) power complex under construction in Mintia, near Deva, Romania, has reportedly surpassed 83% completion as of August 2026. Once finished, it is expected to become the largest gas-fired power complex in the EU.

The project is replacing existing coal-fired power generation and will use two Siemens Energy SGT5-9000HL gas turbines along with an SST5-5000 steam turbine. The client is Mass Global Energy Rom, and the related equipment contract was reportedly first signed in 2023. The plant’s efficiency is described as exceeding 64%, positioning it among the highest-efficiency gas power plants in Europe.

Phase 1 generation capacity is 1.7 gigawatts (GW, final capacity 1,750MW), with investment exceeding €1.2 billion (plus a separate €270 million for 30 years of maintenance). As of June 2026, the completion rate stood at 83%, with power generation targeted to begin in September 2026 (this month).

Romania and other Eastern European countries have been pursuing an energy transition that replaces coal-fired power with combined cycle gas generation, and this project is regarded as a representative example of that shift.

As coal-replacement CCGT projects in Eastern Europe reach the completion stage, they are seen as generating new demand across Europe’s gas turbine manufacturing and power equipment supply chain. As more high-efficiency gas turbine installations come online, efficiency benchmarks for the sector may rise accordingly.

Points to watch include the actual start date of commercial operation, the officially measured generation efficiency, and whether other EU member states pursue similar coal- replacement projects.
