Saudi Arabia’s power procurement company SPPC (Saudi Power Procurement Company) has reportedly launched the prequalification process for the third round of its CCGT (Combined Cycle Gas Turbine) independent power producer (IPP) program. Developers wishing to participate reportedly must submit their Statement of Qualification by August 16, with SPPC expected to notify prequalification results on September 11.
This third round, conducted by SPPC (also known as the Principal Buyer) under the Saudi Ministry of Energy, reportedly targets CCGT power plants designed to be carbon capture (CC)-ready for future addition of such facilities. The project structure is reportedly BOO (Build-Own-Operate), where the selected development consortium owns and operates the plant through a special purpose vehicle (SPV) and signs a long-term power purchase agreement (PPA) with SPPC. In the first round, the Taiba 1&2 and Qassim 1&2 projects were reportedly awarded, and in the second round, the Rumah 1&2 and Nairyah 1&2 projects, each with a generation capacity of 1,800MW. The specific location, capacity, and detailed schedule for the third round are reportedly to be disclosed after the prequalification stage.
Projects awarded in the first and second rounds total 8, each at 1,800MW, for a combined generation capacity of 14,400MW. The third round is expected to be of a similar scale, though the exact number of projects and total investment amount have reportedly not yet been officially announced.
